Domestic politics gets into this. And you can hardly blame this on W. Every President since JFK has kept the embargo in place. It's the punishment you get for providing refuge for those persecuted you champion so much. Another example of this is US policy towards Israel. It is the product of well funded, politically influential American Jews who will HANG any politician who even thinks about abandoning their fellow religionists in the ME. But let's cut the crap. If you wish to demonize GWB about the Cuba embargo, you must also do so to JFK, LBJ, Carter, and Clinton.
