Bush delivered the midterm 2002 election. That's what's important to the conservatives. The conservatives really don't give a hang about Iraq. The Iraq question split the Republican party as it is. But the midterm elections give the Republicans the ability to better control the Supreme Court, which is something the Republicans do care about.

Elections in the US arrive at very predictable times. The next one is in November 2004. By that time, the details of the Iraq issues of 2002 will be long forgotten. Elections in the US are run on the basis of whatever is going on at that time, not on the basis of "ancient history". (By the way, Bush should be more aware of this than anyone. His father had 90% support ratings in early 1991 but still lost the election to Clinton in late 1992.)
