I stipulated that importance was irrespective of whether one judged it good or evil, and had only to do with relative effect on the international system. Sure, it might not matter to someone in the Kalahari, although it might in ways he does not comprehend, but that is only because he is practically outside of the international system. It is an irrelevant point, since the context is the relative importance of cities, judged by their effect on the world around them. The point is, the criterion is objective.......
