Absolutely. The excellent teacher who became frustrated, appeared to be trying to shed some light on the problem. New problems emerged as others waded in and pointed their own fingers, also shedding some light on real problems. The counter productive aspect comes when we don't stop trying to find someone to blame for the conditions (never stops, and never resolves anything).

The conditions at the school exist because various attitudes and behaviors are present. Every body is "right" and it leads to a lot of arguing about how every body else is "wrong."

The behavior of the students reflects the conditions of their home/community/culture and vice versa.

"Student success is everybody's business and requires every one of us/them to accept ownership. "

"No one can make someone else succeed. They do it themselves for themselves."

Success is measured on an individual basis as is failure. The conditions that promote success are a general circumstance. The teacher who complained was not refering to an individual problem he was addressing a general issue.
