If it is the case that no war with Iraq occurs, would it be possible that you would rejigger your thinking and conclude that the whole Iraq thing (at least the part of it that happened in mid to late 2002) was cooked up for election purposes? Or would there be another reason for not having a war that would leave intact Bush's reputation?
