The bad news was the employment report. They had these resignations in waiting for an economic news story so that the administration could be seen to be doing something and for their partners to pump the market on the resignations.

Dude, O'Neal's days have been numbered for some time. Bush kept him just long enough to make it look like he gave him a chance and he hadn't made a big blunder in having chosen him in the first place. His leaving could hardly be seen as a negative.

As for up looking suspicious, bears think all up is suspicious as if down were the only natural direction.
