I think that this is a major part of our culture. We encourage moronic tendencies by refusing to let people take responsibility for their actions/situation. I think that the driver's test should actually test for driving skills, not just the ability to read a sign. How about putting the car into an uncontrolled skid and recovering? Or killing the motor at high speeds? Stuff that you can run across in real life and can be the cause of tragedy if the driver panics. It will never happen.
