Could one of those banks then start a lawsuit if they could show losses resulting from accepting the neutral bias at face value?

Can't they make this kind of deception plotting at a time when publicly available meeting minutes aren't taken? Such buffoonery doesn't instill me with confidence in the people supposedly guiding the economy.
