I think it comes down to, it's politically incorrect to put postings out on your site even when you need people for specific positions because these tech companies are cutting so many jobs. They probably do their looking with an agency.

CSCO is not hiring, at least in the Eastern half of the country. I did hear that an ISIS expert made it in in CA over the summer.
