personally I have never worked with a wellrun company where the financial/administrative types had too much power
The best (for software) is if you have a really strong product team and a CTO who is more of a marketer than technologist. When finance starts making decisions about how certain depts have salary costs that are too high... or even worse- when personnel makes decisions like that- forget it. Thats for emerging companies. Big companies can create politics like that and its sortof ok.
