Those pesky Zionists were building a state and kept wanted the Colonial Office to do stuff, like take an active stance against Arab marauding. The Arabs just needed to be appeased so they didn't blow up. Different kettle of fish entirely.

Different kettles, maybe, but sitting on the same stove. The Arabs were screaming precisely because the Zionists were busy building a state that they didn't want to see built.

Let's face it, the main agenda of a colonial administrator was to keep things peaceful and placid. If the locals are getting their knickers in a twist over a particular form of immigration, the easiest response is to restrict that form of immigration, or to beg the home office to do so. Anything to keep things quiet so the white man won't be distracted from whist, pederasty, and the other normal pursuits of the colonial overlord.
