No, it is not equivalent to quotas and set- asides. For example, going out of one's way to recruit at an historically black college is affirmative action, regardless of how many people are recruited. Allowing race to be a factor in scoring for college admissions, no stronger than extra- curricular activites, is affirmative action, without quotas, set- asides, or timetables. Establishing a tutor program to help freshman who may be underprepared, available to all, but mainly utilized by African-Americans, is affirmative action, without Q,SA, or TT.......
