I see the info but the population data they show is not enough to see how they obtained the indices. They define the indices so one has to take it on faith that they are accurate. Here is a telling map which shows the population densities of the racial groups.

You will see that the deep south has, by far, the heaviest concentration of AA's. Even though the segregation indices seem to be more favorable in the south, which is no doubt related to sheer numbers of blacks in the south, why are AA's not better represented politically in the south, ie why do they have such extremely poor representation in the national offices....and why is there not a single black in congress that is Republican. With proper party organization and voting drives, it can clearly be seen that the deep south national politicians would be predominately AA if voting were influenced by race as it historically is. There is some process keeping them from this......
