Unfortunately, I believe that the least expensive source of Hydrogen is currently from natural gas.

Hydrogen power can and will replace oil - but when?
Can we do it now? Yes, with new leadership. Will it be easy? No more difficult than putting a man on the moon. It can already be done the questions is how to gradually replace the gas station or heating oil truck infrastructure with a cost-efficient delivery system. As we know, the more demand the more investment, the more efficient and the less costly. A lot of people will hesitate and wait to replace their gasoline and oil engines, but that's why we need a massive incentive program. The payoffs are enormous once it's on-line; no more Arab or even Russian oil dependency, drastically cut pollution to leave a cleaner world to our children, probably little terrorism anmd fewer wars in the Middle East saving American lives, no more Saddam Husseins (at least rich ones), no more corrupt Enrons (well maybe got to keep an eye on that), no more drilling off our oh-so-fragile sea coasts and wilderness areas and a massive jobs-creating movement and much more! I am trying tio learn more. So an internet search on hydrogen fuel and you'll see a plethora of sites. What is standing in our way now? The forces behind Bush-cheney unfortunately, as they are in almost full control of our government now. But that can be changed.
