Actually, the individual states had powers to oppress denied the Federal Government, for example, the power to censor; the power to establish a church, and demand support; the power to enslave a class of persons; etc. Surely you know that the Bill of Rights did not apply to the States until after the Civil War, and that not all states had their own Bills. The Founding Fathers did little to limit the power of government, only to limit the power of the Federal Government........
