I just replayed a couple of passages in the Q&A relating to IPR cross licensing and pass thru. I believe the answer by Mr. Thornley and Dr. I J to the first question (which was difficult for me to understand) at 4.20 was the most appropriate. (best efforts at quoting)

Tony- “Royalty free, doesn’t show up anywhere.”

Dr. I J- “ Small amount if any, not significant”

“There are also agreements about some situations where IPR included in our chips gets passed thru to our handset manufactures so they can save on royalty as well”

At 5:18 there is another question regarding the licensing model- cross licensing and pass thru that I think you may be referring to. Dr. I J says “IPR pass thru is not a major factor”. I believe what he is saying in reference to his first answer is that >>>….with the IPR pass thru, GSM royalties are not a “major factor” to our handset manufactures.
