According to George Soros (who once bailed GW out of his failing energy business and is now a top Wall Street tycoon) The Bush Affect of the markets that keeps them down is because Bush depends on war fever to survive as a political power. And so long as he does this, with or without evidence to back up his fear and war-mongering, the markets will stay down. Also because of the high oil prices under Bush and his will to keep them high. Even if Bush gave us a huge tax break and by some miracle it didn't bankrupt the government, he is pick-pocketing us at the same time with higher oil prices and unnecessary defense expenditures like SDI deployment. But in fact his tax cuts DO drive us deeply into debt and there is no miracle that can fix that.
