Korean domestic royalties are paid to QCOM. GSM royalties are all from exported phones and therefore do not impact Korean balance of payments

I don't quite follow this logic. In any case, whether phones are exported or not, it is 5% or 20% royalty paid to foreign company or consortium that would not otherwise have been paid. I think the real issue is that Samsung probably got into the reduced royalty pool on GSM in some way (through swapping some IPR) that is not all that clear to us.
