Yes we went over it. No we did not conclude they were not "de jure" government, as some countries did recognize them.

Three, to be precise. The accepted recognized government of Afghanistan (recognized by [world -3]+UN) was that of the Rabbani government, NOT the Taliban. de jure, the Taliban were NOT the government of Afghanistan. Every year, right up to 2001, the UN recertified the Rabbanni government to hold the seat as the recognized government. The Taliban never held UN or international recognition as the legal authority. And whined loudly about it, as a matter of fact.
