The Israelis have nukes, but they can't even control the stateless Palestinians, much less their region.

The North Koreans have nukes, but they have absolutely no control over anything outside their borders.

The Pakistanis have nukes, but they can't control anything outside their borders. They even had to toe the line on Afghanistan, dumping their Taliban support in only a few days at US insistence.

The Indians have nukes, but they can't control anything going on outside their borders.

China, Russia, Britain, France and the US all have nukes but still have to use their economic power or conventional forces to get what they want around the world.

I don't see what would give Saddam's nukes magical powers.
