I've apparently misunderstood you. I don't remember seeing the carriers talking up number portability. To my memory, (which is saddly fallible) they have always been opposed.

what it will take is real teeth from consumers. I know of at least 3 lawsuits being formed as to the number portability. It would be nice if the lawsuits could include the FCC as contributory to the process. But unfortunately, you can't sue the Fed Govt very easy these days.

Also when the 911 people get real fed up with their loved ones dying when trying to get a 911 location and start suing the FCC and carriers for non-compliance, then perhaps the carriers will even start doing what they have been mandated to be doing.
