From a 12/19/02 ML research report:

The US fab utilization data also came out yesterday. The ratio has
essentially been stagnant at 67%-68% for the last 6 months. The US data
includes discrete components that have lower utilization than integrated
ciruits, reducing the utilization below that reported by the SIA. Typically,
stagnation like this after a sharp rise is followed by a decline. We believe
this will be the case in the latter part of Q4 and Q1 as the shutdowns take
their effect. Historically, semiconductor equipment tracks fab utilization
and does not rise until 3-4 months after utilization increases.

They have a chart, of US fab utilization, which shows a peak in 6/00 at 100%, a trough in 8/01 at 59%, then a modest uptrend, and a flatline in the 65-68% area since early 2002.
