Maybe there could be some mitigating circumstances like he found out the guy was trying to hide the last donut and didn't want to share it with the camera crew. Would it be o.k. to off him then?

Hey, I've been "contained" by the fuzz, and believe me, they were kind of rough. They searched me for weapons, sure enough, didn't find any, and you know what? At the end they didn't shoot me. I understand that this is a common fate for people who get arrested. And a lot of them are discovered with weapons on them, but still, after you put your hands in the air, very few people are shot.

And Bush hasn't yet shot anyone, so look for an analogy that doesn't imply a war that hasn't happened. I think that the probability of war is close to zero. Just cause the cop pulls his gun out of his holster doesn't mean that he's going to pull the trigger.
