Sorry, the "phony energy crisis" and the lack of policing by at least the (SEC and) FERC occurred during the Clinton Administration. This fact, even California Governor Gray Davis has acknowledged. By the time Bush was sworn in, PG&E, and SCE were already in default, and unable to pay suppliers - forcing the State of California to take over the purchasing of electricity for the State. Because, President Clinton didn't want to declare an emergency till that point, just the cost of purchasing pollution credits (to keep some older CA power plants running) amounted to hundreds of dollars per megawatt.

The United States had proof that North Korea had been in violation (and probably, always were) of its 1994 agreement with President Clinton, to cease its nuclear weapons program. If you want to call that saber rattling, fine.
