The market already priced in Bush's dividend tax cuts.
The rest of the package looks like money he owes the states anyway for Homeland Security. Nothing for the consumer except he's going to "ask congress" to accelerate tax cuts. And of course the biggest gifts will go back to the richest. Who will not spend it. Great plan. Is there any more to it? 600 billion over ten years? 60 billion a year. A pittance.
