What you are saying is politically incorrect, but quite accurate. This has been an issue with specific cultures, mainly Chinese and Indian, for many years. When I was at IBM Research in the late 80's, personnel had to intervene to prevent Taiwanese managers from hiring 100% Taiwanese employees. These were PhD's hiring PhD's, so the phenomenon exists at all job levels.

The issue is certainly very apparent in the bay area now, I think simply because there are so many first-generation immigrants in technical jobs.

I think there is an H1-B preference in locations where the management is foreign. I am not aware that this kind of discrimination (if it is actually prevalent) is based on the H1-B, or not. It may simply be more crude--discrimination based on hiring one's own kind. That's not an H1-B or immigration problem but a civil rights problem. Yes, it's true that most Korean groceries have Korean employees behind the counter, but why blame that on the immigration laws? I'd also point out that BET has a lot of black anchorpeople, and that virtually every head of a GE business is a white male. There's something of human nature at work (whether wrong or not). Contrary to popular belief affirmative action is not widely practiced in corporate America today. And I'm sure it's an exaggeration that all of a certain department at Lucent or HP is all of one ethnicity. Don't you think the white guys in upper management would start noticing things that?
