Only one of your suggestions deals with spending. Zero based budgeting is good in concept and better in practice than baseline budgeting.

How about breaking the public employee unions, whose only purpose is to drive up the cost of government?

How about tort reform, which would help control medicare and medicaid costs?

How about a systemic abolition of any program over 18 years old? Such programs would need a congressional vote to continue operations.

I agree with all your suggestions, Shiloh, though, as Bill pointed out, only one deals with spending.
But your ideas are good ones, I think. It's time for a little less partisanship and a little more willingness to shoulder the burden of a smaller and more efficient government.
