Bush dividend tax cuts will benefit mainly major investors. Those average Americans with such stocks mostly have them in their 401k's anyway. Additional dividend paying by corporations will be minimal during this cash-tight era, and those that do pay them wil take them out of revenues which might otherwise create jobs or buy equipment.
