Many analysts foresee that the Regional Bells would want to build their own networks, if they are no longer obligated to lease from the locals.

PS: Soundview's favorite optical stock FNSR gained more than 50% from its recent low. Glad I hopped at the right time.

FCC Seen Laying Out Telecom Goals

WASHINGTON (Reuters) - Federal regulators are due to give Congress a broad overview on Tuesday of their plans to rewrite rules for local phone service, high-speed Internet access, and a host of other issues that will dominate the U.S. telecommunications landscape for years to come.

The agency is expected to decide next month whether to ease a rule requiring local telephone giants such as Verizon Communications (NYSE:VZ - news) and BellSouth Corp. (NYSE:BLS - news) to rent their local network equipment to competitors like AT&T Corp. (NYSE:T - news) and smaller upstarts.
