Culprits: Enron, El Paso, Williams, Duke, Reliant, Dynegy etc, all Bush's biggest cronies. Massive coverups began as Bush took power, complete with 5 million buck TV disinformation campaign picking scapegoat Grey Davis (the one who was victimized by these crooks) as the one to blame. Bush's FERC not whitewashes the crimes and tries to sweep them under the table. Energy companies stonewalling, shredding evidence. Cheney stonewalled GAO on energy papers. Goes on and on.
