You seem to love to use the "average" prices numbers. Those are great for what they are......yearly averages. What you have to look at is the spot prices that were charged and paid. At one point, one of the big suppliers to California was charging $2300/mwh. That come out to $2.30/kwh. That is pure gouging!! I work in the Utility Industry. My company charges $.06/kwh.

Remember the news story about how Enron was actually hiding profit as well? On one day alone during the California energy crisis, Enron made >$500 million on trading in California. They failed to report the earnings because it would have shown that they were price gouging.
