The guv voluntarily put the state treasury into the business of retailing gas and electricity. It had not done so before and is not doing so now. He did it to ensure his re-election. I'd say it's more like he walked into a tough bar looking for a rumble. Another matter: CA state revenues started falling in late 1999. The tech boom was running out of hot air. They continued falling through 2000, 2001, and are still falling. What was Davis's response: INCREASE state spending and HIRE MORE STATE EMPLOYEES- -44,000 of them. Any CEO would be handed his head for such stupidity. Why not this one?
