When you consider that the State of California was one of the biggest gougers on the wholesale energy side during the crisis, I tend to view Davis as part of that problem.

Part of the problem came about by having the retail side regulated and the wholesale unregulated and then also forbidding the retail side to hedge at the same time.

The california energy was very complex and Davis was knee deep in the crap that lead to it.
