Well, IBM has had quite a few of these tech agreements. In the past, they were all for foundry processes. This one appears to be for IBM's leading edge logic process which includes SOI, low K dielectric. local interconnect, etc.
While probably worth several hundred million dollars, only a fab agreement would help IBM fill up the the new 12 inch fab in East Fishkill. I think it is at least 6000W/week capacity. They are going after Apple's business with a Power 4 derivative but that's only about 4 million a year.
They should be able to easily crank out 1.2 million high end processors a week which is more than enough for AMD, Apple, and internal IBM needs. Without AMD, that fab remains largely MT even with a modest upturn in semiconductor demand. IBM Micro lost money last year. Also, there is no way AMD can afford an interest in a 12 inch fab in the next couple of years. I would hope they have all ready secured a agreement with IBM. Quite honestly, I think IBM Micro needs their business as much as AMD needs their tech. Had I not retired, I'd have been right in the middle of all this. I wonder if they would be interested in a part time contractor?

I think that is actually neat. Let iT spread iTself as much as possible. Ideally iT should have exclusive standards that the remainder of the industry ignores (ala micro-channel and the original Kodak digital picture standards).
