Doesn't matter. Still takes time and money of lots of signatures. And you need more than required because some will be disqualified.

There's a minor industry in this state that gathers signatures for initiatives and referendums.

Remember, this ain't no piddling little state with 2-3 million people; there's 30 million Californians.
