Supposedly, it's not just a Kurdish group making the announcement, as the Shiites and a few Sunni dissidents have collectively come together to form this opposition government.

It's just that the groundset for the new government will be from the land of the Kurds.

Seems like a viable backdoor to bypassing the UN. By the way, Ollie noted the US state department isn't on board for this scenario. If this happens, I predict Powell will resign. He probably wants to already, but knows he's gotta hang in there as a calming force of some kind.
