You are quick to catch this type of assertion - lack of respect for boundaries. "Situations to manage" is an inherent part of relationship. We are defined by our dialog not by our boundaries. Saudi Arabia, Iran and Pakistan have "situations to manage" in America and they do just that.

We all try to bend others to our will all the time. Sometimes we are straight up with it and other times we are covert and manipulative with it. Sometimes we attempt to influence and aspire other times we cajole and control.

Bush committed us to not only getting the Terrorists, but getting the countries that harbor these Terrorists. Some of these countries will not have to be invaded, just "Managed." What that will amount to depends on the situation.

I didn't say that the US had to manage the internal affairs of other countries, I said that the US has to manage situations in those countries.

This necessity was imposed upon the United States when a group of stateless terrorists forced us into war. We did not seek this war or choose its terms. Unfortunately, the terms of the war, and the unfortunate truth that those who declared war choose to hide in countries that either give tacit to their consent to their presence or are unable to prevent it, force us to either manage situations in other countries or surrender to the terrorists.

A balance has to be struck between respect for the sovereign rights of other nations and the necessity of self defense. It's a delicate balance and there is no point that will please everyone. The trick will be to limit adverse consequences as much as possible while still achieving the goal of destroying the terrorist groups.
