Ms. Gou, a PR official with Samsung China's mobile phone sector, however, stayed ambiguous on this issue in an interview with Interfax, unwilling to directly confirm or deny reports stating Samsung had secured the license. "I have already seen the related stories from the local press, but I suggest you confirm the issue with the Chinese government," said Zheng, adding that she did not know which government unit is responsible for the relevant license issue. When asked whether her words implied Samsung so far had not obtained the license, Zheng, after a few seconds of silence, said that the Chinese government could answer the question. The issuing of such a sales license could be a sensitive issue for Samsung, because some other overseas firms are still required to hire agencies for their mobile phone imports, an additional cost that will weaken the position of these firms on the already competitive mobile phone market. Lacking a mobile phone production license in China, Samsung currently produces CDMA handsets in China via its Chinese partner China Kejian. It also has a production base for GSM handsets in Tianjin, according to Zheng. Samsung climbed to the third or fourth position on China's mobile phone market last year, according to different statistics, largely because of the unique design and "cool" external shape of its handsets. The young, especially female consumers, are especially fond of Samsung mobile phones. The popularity has also led to a rise in Samsung handset smuggling.
