The issuing of such a sales license could be a sensitive issue for Samsung, because some other overseas firms are still required to hire agencies for their mobile phone imports, an additional cost that will weaken the position of these firms on the already competitive mobile phone market. Lacking a mobile phone production license in China, Samsung currently produces CDMA handsets in China via its Chinese partner China Kejian. It also has a production base for GSM handsets in Tianjin, according to Zheng. Samsung climbed to the third or fourth position on China's mobile phone market last year, according to different statistics, largely because of the unique design and "cool" external shape of its handsets. The young, especially female consumers, are especially fond of Samsung mobile phones. The popularity has also led to a rise in Samsung handset smuggling.
