My point is that there are lots of bad actors in the World (most of our 'allies' in the former Soviet Republics of Central Asia could qualify for that designation, as could other allies like Pakistan, and several more 'enemies')... but it's probably a sign of a 'realpolitik' orientation to our foreign policy that we mainly only go after the ones with enough natural resources to make it 'worthwhile'.
