That's exactly what the USA is going to do. They have declared there is going to be a regime change. Since the regime owns the oil in Iraq, and the USA is going to take it over, that means they'll be the new owner of the oil.

Maybe they are planning to give it away to somebody else, for example an approved new regime of dictators as in Saudi Arabia etc, but they are still taking it.

At the moment, Saddam, being the dictator, is the owner of anything he likes. He kills anyone who he takes a dislike to. He has palaces strung around the place, which weren't paid for by his private business interests acquired over a lifetime of gaining customers. They were paid for with the oil he owns.

Is Saddam wants another palace or money in his piggy bank, I imagine that his government is forthcoming with what he wants. But he probably has enough of that and is spending what he can on military defences to hold onto what he's got.

The USA is going to take Iraq's oil which is normal for conquerors. What they do with it will be an interesting test of USA ethics. That'll be a giggle. I bet there will be much pocket-lining of Bush-Buddy oil companies and paying off a 'friendly regime' which will be set up with the oil money. I doubt there'll be anything too imaginative or beneficial for long term world stability and Homeland Security. Iraq will form part of the developing USA Greater Co-Prosperity Sphere.
