I agree it's too high. It's always been to high, and wasteful. But it is the top function our government provides. Therefore careful reform is needed.

Where would you cut? Payroll is 28% of the budget. Would you cut soldiers' pay? R&D (i.e. things like star wars) is 13% of the budget. Perhaps this could be paired to what, maybe 10%? Operations and maintenance is 38%. This will go up as we enter new theatres. And procurement of weapons and systems is 21%. This is effected most by the level of military engagement we encounter at each theatre.
