re: to say that a GSM phone could roam on as GSM1x only network

==========

There would NEVER be a GSM1x "only" network (without an underlying GSM network).

It's an OVERLAY.

That's the whole point.

Would it be possible the legacy (GSM) air interface run in tangent with GSM 1X

that is EXACTLY the point. The basic GSM carrier has enough spectrum to do overlay. EVERY SINGLE ONE OF THEM.

So they would overlay and keep a percentage for GSM only. but the main system load for people who are not raoming would slowly be carried by GSM1x and 1x data.

In no scenario of GSM1x would a carrier ever drop pure GSM, so your complete arugment is pointless.
