If the U.S. dollar were to be devalued about 30% vs. the Euro, many U.S. exports would be much more competitive.

Like Boeing Vs. Airbus

The excess dollars held by outside nations would be used to buy capitial and service goods from the U.S.

Having an overvalued dollar has been a drag on U.S. exports.
