Fundamentals are the same, but refinancing is not completed yet, and if there is a war right when the negotiations are at a critical phase, and the war is not going well, who knows what will happen? It's a low probability scenario, but not negligible. Europeans are afraid of a war with Iraq, primarily because of the perceived side effects, and a number of banks in the syndicate are European.
