Not all abilities can be quantitatively measured. In fact, a lot of the judgement is subjective. I would not object to guidelines that give subjective attention to an applicant's circumstances, including racial background. After all, anyone who's overcome the odds deserves respect (but not a handout).

I do object, however, to a system that focuses on the "proportionality" of the student body over the specific abilities and circumstances of the individual. That smacks of "management by numbers," just like the fixed bonus point system given to applicants of certain racial groups.
