The answer is E and yes it is a legitimate question for an SAT test IMO.

Anyone who couldn't do the math in their head and come up with E shouldn't be taking a SAT test.

Except that I might have made it metric, absolutely.

Presumably there is kerfuffle among those who don't believe in plate tectonics, and think Iceland doesn't really exist...?
