The solution -

And you and I both know that will never happen. Sure, the first reason for Secrecy in Government is to cover up mistakes. Always has been, always will be. I read a lot on Intel, and have posted quite a bit here on it. "Spy for All Seasons: My Life in the CIA", by Duane R. Clarridge is a "must read" if you like this subject, IMO. "See No Evil: The True Story of a Ground Soldier in the Cia's War on Terrorism," by Robert Baer, is in the news right now. Seymour Hersh wrote an "Afterward" in it. Another "Must Read."

"and the bureaucracy that Americans deserve full accountability of every dollar, and to know what their gov't is up to at the highest levels" Hey, that's a good idea, we're not going to pay for what's counter to our best interests. Just one enormous hurdle, implementing it.

The fundamental reason for government secrecy is that the bureaucrats are always trying to steal our governments from us - not that they consciously do it - what they want is to keep all the records for them themselves so they can feel apart, have something we don't, and thus be part of an illuminated order, privileged, like a priesthood.

This is not an idea I came up with. I actually got it out of some guy's thesis or at least the book published from the thesis. Big time publisher too - Kluwer, I think.

Only time I actually got a belly laugh from reading a thesis. It was so unexpected.
