Tenet is in because he started out Briefing Bush everyday, and Bush likes him. That loyalty carried him through the 911 disaster, and the fact that the CIA had good contacts with the Northern Alliance saved his ass. He is now in as long as he wants, but the CIA is still a disaster.

The problems with the Intel org is not the people. It is the organization, the responsibility, and the accountability. You can't just "reorganize" All that gets you is "New Tree, Same Monkeys!" And you can't just fire everybody and start over. All that gets you is "New Monkeys, Same Tree!"

We have discussed this problem at length here. It has no obvious solution. And what we know that will work will never be implimented by the Political structure. So we have to limp along with what we have, and try to make it work better. Very discouraging, but reality. You nudge big organizations, you don't make major changes in them. The people just hunker down and wait for you to go away. And you do. Somebody else takes over.
