Very odd, symptoms are the same but the root cause changed? Perhaps the root cause is the same, but it has been driven under ground. People don't overtly use racial epithets because it isn't socially acceptable. What is currently being done to alter the way the problem is being handled? Is the free market or tax cuts going to stimulate black competition? Don't think so. It takes 20 years for any estimate of success to be determined. Since one path has failed, we should be piloting other strategies.
