I suspect that the answer is very simple. "Human Nature". We don't solve problems this way at the individual level and therefore it is even more unlikely that we do it at on a larger scale. It boils down to most people hating controlling and manipulative behavior in others, but not recognizing it when they do it themselves. Like a mandlebrot set, the pattern repeats on every scale. Because we and they don't recognize our own contributions to the situation, we are not able to see the path out of it.

In the end, what I believe what we all have to do is act in way that is beneficial to our own self interest *and* to expect others to do the same. (again, on both the micro and macro levels). Instead of presenting our actions as altruistic, we should be plain about it the fact that anything we do is for our benefit. And other countries should understand that, if they receive foreign aid or protection or whatever from the U.S., that it comes with a price. And if they are not willing to pay that price, to not accept whatever is being offered.
